Policy formulation is a crucial stage of the policy implementation process which also is an explicit theme of policy plan. The public policy stipulation is a stage in the decision phase of the policy framework that includes formulating the aim and opinions, expenses and remunerations of each option and choice. It calls for stating a lot of policy alternatives and public policy tools to address a problem as a resolution that a prepared circle of resolutions and is done for the concluding results out of which the decision makers elect by judging the viability, political recognition and benefits. The attention to formulate a policy is too embedded in work on policy communities and networks. On the other hand, the formulation process will need the motivation and participation of different participators. This study specifically examines the impact of different variables like extrinsic reward (Pay), intrinsic reward (Appreciation), training and expectancy on employee motivation and impact of employee motivation on job satisfaction and knowledge transfer. The general purpose of this study is to motivate employees. If employees are motivated, they will be satisfied by their jobs and if they are satisfied by their job then they will work hard to attain organizational goals and if goals are achieved then organization will get profit. The current research is descriptive in its nature. We select the sample from different sectors in Pakistan. We select the sample of 200 respondents from population for the collection of data and to check the response of different employees. For this purpose, we structured a self- administrated questionnaire and filled it from the right respondent for true results. We use Regression analysis in this study. This analysis is very important to check the confidence of the study from different respondents. Due to this analysis, we found that Pay and Appreciation are not directly effecting the employee motivation. Job satisfaction also has no direct link with employee motivation but training of employee, expectancy and knowledge transfer have direct relationship with employee motivation. Sense of urgency is a crucial element of a successful change process. This research was designed to investigate the relationship between personality traits and sense of urgency. It employed quantitative method in examining the said relationship against a real-life scenario of major change in a single entity of a Multi National Corporation ââ?¬â?? Repso Malaysia. Through on-line questionnaire, a total of 247 employees of various functions, job levels and cross border cultures made up the case study of this research. The findings of the research confirmed the positive relationship of conscientiousness, extraversion, agreeableness and openness to experiences with sense of urgency. The trait of neuroticism revealed a negative but non-significant relationship to sense of urgency and duly supported with justification by the research. The paper addresses the limitations; first, the use of modified instrument lacks the established knowledge of its validity and reliability within the contexts of the case organization. Secondly, the researcher has no control on who actually responds to the questions. Thirdly, the research sample represents only single entity and cannot be generalized to the total population. Other than contributing to the body of knowledge over a subject which is empirically scarce, the research further renewed the importance of micro level analysis of an organization i.e. individuals rather than only the macro level....
